Whistling was the ability to pass air through puckered lips, producing a flute-like sound. It could be done to produce music or attract someone's attention.

In 2255 of the alternate reality, Christopher Pike whistled sharply to break up an altercation between James T. Kirk and several Starfleet Academy cadets. Kirk then noted the volume of Pike's whistle. (Star Trek)

In 2268, Cyrano Jones whistled as he entered the bar on Deep Space Station K-7, just before he offered Montgomery Scott, Pavel Chekov, Lieutenant Freeman, and Korax the chance to buy a tribble. (TOS: "The Trouble with Tribbles")

Upon Commander William T. Riker's first meeting with Data in 2364, he finished whistling a song that the android found difficult to replicate. (TNG: "Encounter at Farpoint") Later on, after Data's destruction, Riker could remember the incident, but not which song it had been. (Star Trek Nemesis)

In 2367, Doctor Noonien Soong asked Data to whistle for him. Data complied with an off-key rendition of the same tune. (TNG: "Brothers")

Geordi La Forge whistled in engineering to get Susanna Leijten's attention when she was starting to be affected by the Tarchanne transformation. (TNG: "Identity Crisis")

Some kinds of teapots could also produce a whistling noise. While trying to convince The Doctor that he should not have his musical subroutines altered by her, B'Elanna Torres remarked that she could even change him into a whistling teapot if he wanted, but he wouldn't be himself anymore. (VOY: "Virtuoso")
