Wheeler was an operations division Starfleet officer assigned to the USS Bellerophon in 2375. Doctor Julian Bashir overheard a discussion between her and Hickam that Admiral William Ross had suffered an aneurysm. (DS9: "Inter Arma Enim Silent Leges")

Wheeler was played by Cynthia Graham. The character was named after the Wheeler Army Airfield in Hawaii which was in operation during the Japanese attack on Pearl Harbor on December 7th, 1941.
