Captain Keel in 2364.

Walker Keel was a human Starfleet officer in the 24th century. Early in his career, Keel was the closest of friends with fellow officers Jean-Luc Picard and Jack Crusher. Keel introduced Jack Crusher to Beverly Howard. Jack and Beverly later married. Walker had two sisters, Anne and Melissa.

The introduction of Jack and Beverly likely took place in the 2340s while at least Jean-Luc Picard and Jack Crusher served aboard the USS Stargazer.

In 2364 when an alien conspiracy threatened Starfleet, Keel was the captain of the starship USS Horatio. He grew concerned by the suspicious actions of his first officer and chief medical officer, as well as several other key Starfleet Command personnel who had, at that point, become posessed by neural parasites in their brain stems.

Captain Keel used a code 47 (captain's eyes only) call to old friend Captain Picard of the Enterprise-D to warn him of the increasingly erratic and dangerous nature of Command's actions, and asked that Picard meet him on Dytallix B. Keel met him there, along with Captain Tryla Scott of the Renegade and Captain Rixx of the Thomas Paine. They attempted to trick Picard into misremembering old associations (a failing of the neural parasites) before accepting him into their confidence and informing him of their fears.

Picard wasn't truly convinced until, shortly thereafter, his vessel detected the wreckage of the Horatio in sector 63, destroyed with all hands, including Captain Keel. (TNG: "Conspiracy")
