Captain W.M. Jefferies was a 22nd century member of Earth Starfleet, one of the officers listed on the dedication plaque of Enterprise (NX-01). He was listed in the group of names listed as representatives of the United Earth Space Probe Agency. (Star Trek: Enterprise set artwork)
