Vorlem was a Cardassian gul. On his deathbed in 2373, Enabran Tain, the former head of the Obsidian Order asked Elim Garak, his former operative, whether he had contacted Gul Vorlem. Garak replied, "Years ago." (DS9: "In Purgatory's Shadow")
