The Vorgons are a humanoid race, capable of time travel by the 27th century.

Vorgon criminals Ajur and Boratus travelled to various points in time to steal the Tox Uthat, a powerful quantum phase inhibitor able to stop all fusion within a star. In one such attempt, the Vorgons appeared in the 24th century and contacted Samuel Estragon, a Federation archeologist who also sought the Uthat.

Following the death of Estragon, the Vorgons tracked the Uthat to the planet Risa in the year 2366. There they posed as security agents and attempted to enlist the aid of vacationing Starfleet Captain Jean-Luc Picard in their search. While this time they were successful in locating the Uthat, their deception was exposed by Estragon's former assistant Vash. Rather than allow the device to fall into the hands of criminals, Picard destroyed the Uthat upon its discovery.

Both Ajur and Boratus wore devices incorporated into the left side of their faces that allowed them to transport at will. (TNG: "Captain's Holiday")

While the Vorgons may have only been claiming to be time travellers from the 27th century, they could have easily returned to a point prior the destruction of the Uthat and retrieved the device, which had been hidden on Risa since the 22nd century.
According to the book, Q's Guide to the Continuum, the Vorgons would not have been a threat even if they had gotten their hands on the device as they would have destroyed themselves with it anyway. With this a distinct possibility, it is conceivable that, after the events of "Captain's Holiday", Ajur and Boratus did finally obtain the Uthat in some other point in history.
