Victor Hugo was a French author, known for novels such as The Hunchback of Notre Dame and Les Misérables, one of Michael Eddington's favorite pieces of literature. Jadzia Dax was not a fan of Hugo's work, finding it melodramatic and possessing "two-dimensional" heroines. (DS9: "For the Uniform")

According to the Star Trek Encyclopedia (4th ed., vol. 1, p. 350), the birth and death years for Victor Marie Hugo, who was described as a poet, dramatist, and novelist, were 1802 and 1885, respectively. The Hunchback of Notre Dame was published in 1831 and the Les Misérables was published in 1862.
His mirror universe counterpart (β) was mentioned in the novella "The Worst of Both Worlds". After the Klingon-Cardassian Alliance conquered the Terran Republic in 2295, his work, including Les Misérables, was banned.
