Vic was a friend of Alicia Travers, Carmine and Sal in an alternate version of 1944. Like his friends, Vic was also a resistance fighter who fought against the Nazi occupation of America.

During an ambush on a Nazi convoy, in which Starfleet Captain Jonathan Archer escaped, Vic was arrested. When Archer arrived in Alicia Travers' apartment in Brooklyn, New York, Sal imagined that Vic was probably being interrogated by the Nazis.
