The commandant was the leader of a troop that captured a village that helped Chakotay when he was wounded. They were leading an old man named Penno away to be exterminated, when his granddaughter, Karya, asked the commandant to free him. The commandant called her the pretty one and told his men to take her to the extermination facility. Chakotay attacked him before he was knocked out by one of the guards. This was all an elaborate illusion so that Chakotay would fight for the Vori. (VOY: "Nemesis")

The commandant was played by actor Peter Vogt.
