The Halkan councilmen refused to grant the Federation's attempt to gain rights to mine dilithium on their planet. Dilithium crystals had incredible power and they worried that if lives were lost as a result of power used by their dilithium crystals, that would violate the Halkan's history of total peace. The Halkans are complete pacifists.(TOS: "Mirror, Mirror")
