The United States Congress was a branch of the United States of America government. Sanctioned by the United States Constitution, this body was responsible for the authorization of spending bills, among other things.

Bush, First Lady Hillary Rodham Clinton (following the presidency of her husband), NASA astronauts John Glenn and Harrison Schmitt, holodeck joke subject Tip O'Neill (who had just finished a decade as Speaker of the House – its highest-ranking member – when mentioned in "The Outrageous Okona"), and Alamo legend Davy Crockett all served in the US Congress at some point in their lives; O'Neill actually took the place of Kennedy in the House of Representatives after the latter was elected to the Senate.
