The United States Congress was the legislative branch of the United States of America government. The branch consisted of a Senate and a House of Representatives. Sanctioned by the United States Constitution, this body was responsible for the authorization of spending bills, among other things.
In 1961, President John F. Kennedy, with the Vice President, Lyndon B. Johnson and the Speaker of the House, Sam Rayburn (its highest-ranking member) seated behind him, gave a famous speech to Congress in which he declared his intention that the United States would place a man on the Moon by the end of the 1960s; a photograph of Kennedy taken during the speech was scanned by the Talosians as they reviewed the library computer files on board USS Enterprise in 2254.
