The USS Thomas Paine (NCC-65530) was a 24th century Federation New Orleans-class starship operated by Starfleet. In 2364, this frigate was commanded by Captain Rixx.

The Thomas Paine was one of the ships that met the USS Enterprise-D at planet Dytallix B when an alien intelligence attempted to take over Starfleet Command in 2364. (TNG: "Conspiracy")

In 2367, the Thomas Paine was on a diplomatic mission to Epsilon Ashanti III. The ship was named on the chart Starfleet Operations-Sectors 21166-23079 in the USS Enterprise-D bridge. (TNG: "Brothers" okudagram)

In 2368, the Thomas Paine was assigned to Captain Jean-Luc Picard's fleet that blockaded the Klingon-Romulan border during the Klingon Civil War. The Thomas Paine was linked with the USS Ajax, USS Hood, USS Tian An Men, and USS Enterprise-D during the fleet's initial deployment of a tachyon detection grid along the border. Following the withdrawal of the USS Excalibur from the grid, the Thomas Paine was no longer linked with the Tian An Men. The location of the ship in the grid was labeled with the ship's name and registry. (TNG: "Redemption II", okudagram)

In 2369, the Thomas Paine was on a diplomatic mission to Alderaan. The ship was named on the chart Starfleet Operations-Sectors 21538-23079 in the Enterprise-D observation lounge. (TNG: "Chain of Command, Part I", okudagram)

The class and registry were derived from the chart in "Brothers". The Thomas Paine's registry would also appear in the okudagram depicting Picard's tachyon detection network in "Redemption II".
According to the Star Trek Encyclopedia (3rd ed., p. 508), the "Thomas Paine was named for the American patriot and writer." Benjamin Sisko quoted him in DS9: "Call to Arms".
