The Alliance was the name given to one of the two most powerful cadres on the planet Turkana IV, site of a failed Federation colony. Along with the Coalition, the Alliance was given emergency powers by the Turkana colony government in the 2330s, in an attempt to quash the civil war that was raging across the planet. However, the two factions used their powers to eliminate the remaining cadres, and then the government.
By 2366, the Alliance's command structure consisted of two primary headquarters, and thirteen ancilliary bases, and they controlled half of the colony. The Alliance kidnapped and held hostage two officers from the USS Arcos following that vessel's destruction in high orbit. {TNG: "Legacy")
All Alliance members wore thin headbands and dark vests and their proximity detectors glowed green in the presence of Coalition members.

This Alliance member attacked and wounded Ishara Yar when she together with an away team of the USS Enterprise-D infiltrated Alliance territory to rescue the kidnapped crewmembers of the USS Arcos. He was later incapacitated by Commander William T. Riker.
