Q's presents.
Tobacco was a highly addictive and poisonous substance smoked on Earth up until at least the 20th century.
When Quark, Rom and Nog found themselves in 1950s Earth, virtually all of the Humans they encountered were smokers. Quark had a particularly negative reaction to the tobacco smoke. (DS9: "Little Green Men")
Cigars for Captain Picard and Commander Riker were among the things that Q conjured up in order to thank the crew of the USS Enterprise-D for taking care of him while his omnipotence was taken away in 2366. (TNG: "Deja Q")
The Banean Lidell Ren smoked a cigarette-like stick from time to time. When Tom Paris saw her doing so, he stated that "Smoking is a bad habit. My species gave it up centuries ago when we finally got it into our heads it was killing us." (VOY: "Ex Post Facto")
