Although one has never been directly seen on screen, one can say that these time beacons are either in orbit around an object, floating adrift in space, or even placed on a celestial body, much as a [[starbase]] has been. They work on some unknow princeple but one could assume that a computer takes readings of the local [[spacetime continuum]] and through [[subspace]]-messaging checks its assesments against the [[chronometer]]s of other time beacons throught the [[Federation]].

A time beacon or time-base beacon is a device used by starships to synchronize their internal chronometers.

Starfleet vessels can synchronize their internal chronometers with a Federation time beacon. This was mostly done when the Captain, or other bridge officer for that matter, suspected the starship's chronometers were not displaying the correct time.

The USS Enterprise-D used a time beacon after they managed to break free out off a causality loop, to determine the amount of time they had spend inside it. It turned out the Enterprise was inside the causality loop for 17.4 days. (TNG: "Cause and Effect")

Because their are separate Federation time beacons, one can assume that other powers in the galaxy, such as the Romulans or Cardassians, have their own version of a time beacon.

Background

It is unknown how a time beacon looked like and were they where placed. Given the fact that the Federation uses subspace relay stations and starbases deployed around the galaxy, within their sphere of influence. It seems plausible that time beacons were incorporated in such structures. To create separate devices which would float in space or based on remote planets seems inefficient.

As for other species having their own time beacon. In the 'Cause and Effect' episode their is explicitly spoken of a Federation time beacon.
