A drug dealer was someone who illicitly sold narcotics to others for the purpose of profiting from their drug addictions.
The original concept for TOS: "The City on the Edge of Forever" featured a crew member on the USS Enterprise selling drugs to other officers. This was rejected because Gene Roddenberry didn't think it would be a problem by that point in time.
