The Temporal Integrity Commission was a 29th century agency tasked with protecting the timeline from temporal incursions.
In that capacity, the Commission detected the USS Voyager's anomalous presence in Earth orbit, in the year 1996. To correct this anomaly, Starfleet captain Braxton was dispatched in the Federation timeship Aeon to escort Voyager back to its proper place and time, 2373, in the Delta Quadrant. (VOY: "Future's End, Part II")
According to the dedication plaque seen onboard the USS Relativity in VOY: "Relativity", that ship was also attached to the Temporal Integrity Commission in some way.
