It is possible that the material is used in warp drives to reinforce the materials in the construction of the propulsion system, such as the nacelles and warp core, however no explicit explanation of why the material is vital is given in the episode mentioned. The only definite information given is that the warp drive was slowly losing the ability to produce enough power for the ship and the introduction of the material somehow stabilized the reaction. This would indicate that it somehow was not a fuel, but a substance used to promote system operation.

Tellerium is a necessary material used to stabilize the matter/antimatter reaction in a warp core. On an Template:ShipClass starship, a small vial of tellerium is useful for an extended period of time.

The USS Voyager nearly ran out of tellerium in early 2372, which was part of Season 2, Episode 12. In a desperate attempt to fill a vial of tellerium, Kathryn Janeway, Tuvok, B'Elanna Torres, and Neelix secretly transported to the Alsaurian homeworld and were nearly all captured by the Mokra Order.
