Elysia was a region of space said to be inhabited by representatives of 123 races, who began inhabiting the region since becoming trapped there in as early as the 13th century.

The following is a list of unnamed inhabitants of Elysia, all of which were members of the Elysian Ruling Council and, according to Xerius, were said to be centuries old, despite looking young. They lived aboard their various starships, which remained clustered together. (TAS: "The Time Trap")

This female alien was once a crewmember of a starship that entered the Delta Triangle and became trapped in Elysia. By 2269, she served as a member of the Elysian Ruling Council. She later attended a party aboard the USS Enterprise, which entertained guests of the Ruling Council, the Enterprise crew, and the crew of the IKS Klothos. After violence broke out between Dr. McCoy and Kaz during the reception, she returned to the Elysian Council Chamber to attend Xerius' sentencing of Kor for breaking Elysian law. (TAS: "The Time Trap")

According to the script, she was among a small number of "other alien types we have never seen before." The storyboards attached to the script identified her as an "Amphibian", but, despite the capitalization, it is not clear if this was intended as a proper species name, as the Phylosian councilor is only identified as "Plant" and another councilor only as "insect". [1] The 1976 edition of Bjo Trimble's Star Trek Concordance describes her as "an Aquan-looking female in a water helmet," and the 1995 edition lists her as "an Aquan female", although her appearance differs significantly from the Aquans seen in TAS: "The Ambergris Element".

The Starfleet Corps of Engineers novella Where Time Stands Still gives this character's name as "Glind".

After violence broke out between Dr. McCoy and Kaz during the reception, she returned to the Elysian Council Chamber to attend Xerius' sentencing of Kor for breaking Elysian law. It has been suggested by the Star Trek Concordance that this woman was wearing what was "possibly an early Star Fleet [sic] uniform". While it is known that the Bonaventure, and possibly other Earth/Federation ships, were lost in the years prior to 2269, it is, in fact, unclear if she was a member of Starfleet, nor is it known from which era she originated.
In other Star Trek productions such as Star Trek: Discovery, the color white is primarily worn by medical staff.
It should also be noted that the symbol within the badge on her chest bears more than a slight resemblance to the Starfleet sciences division logo.

According to the script, this councilor was among a small number of "other alien types we have never seen before." The storyboards attached to the script describe this individual only as "insect". [2] Its appearance bears some similarity to that of a Xindi-Insectoid.
Author Christopher L. Bennett has said in his Living Memory annotations that he believes the insectoid to be a Kaferian. [3]

Originally a soldier in the Klingon Defense Force, by 2269, he served as a member of the Elysian Ruling Council. After violence broke out between Dr. McCoy and Kaz during the reception, he returned to the Elysian Council Chamber to attend Xerius' sentencing of Kor for breaking Elysian law. (TAS: "The Time Trap")

The Starfleet Corps of Engineers novella Where Time Stands Still gives this character's name as "Kelthos". His appearance suggests that he was infected by the Klingon augment virus, which indicates that he became trapped in Elysia between 2154 and 2269.

The identification of this individual as a "Kzin" is derived from the unrevised final draft of the script for "The Time Trap" (dated 19 October 1973) and related storyboards. [4]
