Added the summary for the first part ("The Lotus Flower"). In a way, despite the novel is quite short, it reveals a lot about the current state in which Cardassia is: A world burned by a terrible war, with democracy just emerging and old powers trying to protect what was once theirs. The story itself about the project is almost irrelevant, and most of the time forseeable. Still, O'Brien and Garak have some nice lines and Garak at least is depicted really good (I am not so sure about Keiko, as she never played such a major role - but I really can't imagine her commanding a team of scientists....) Summary for second part ("Paradigm") is now also complete - sort of. I personally did not like this story very much, as I never quite liked the Andorians, that's why the summary probably isn't the best I have written so far.
