The starfleet base in Japan. Also offers transfer courses to Starfleet Academy in San Fransico. Allows for Japonese students to study at Starfleet in the same courses that are required at Starfleet Academy and get their Associates degree.

Its not clear whether it was a Starfleet facility, or if it was operated by the Earth government or another Federation agency.
