O'Brien's service Edit
"Rules of Engagement" takes place in 2372, and established that O'Brien has been in Starfleet for 22 years, which would place his enlistment in 2350 (or 2349 at the earliest). That means Setlik III couldn't have happened any earlier than 2350. Couple that with the "eight years" dates in "Tribunal" and you get 2362.
The whole 2347 thing seems to stem from an interpretation of his line to Barclay in "Realm of Fear" about how long he'd been using a transporter, coupled with what he tells Sisko in "Paradise". Both those conversations are a lot more "general" and approximate than when Ch'Pok asks him "How long have you been in Starfleet?" and he responds "Twenty-two years."
2372 - 22 years = 2350. That's the firmest date here, and though it doesn't directly support the "Tribunal" dating of the massacre, it completely blows 2347 out of the water, and so the 2362 date is then the next-most logical to go by.

This article says that O'Brien is an officer, but he himself on numerous occasions says he is "an enlisted man."
