That's where people get the idea that the Federation did not allow plea bargains (and it equally implies that the Bajoran Provisional Government doesn't). It's not really a definitive statement, but I guess they don't consider the events surrounding Richard Bashir's guilty plea to be a "plea bargain" (perhaps it wasn't official or they were going to let Julian stay anyway). I had taken that statement to mean that Sisko was speaking specifically about Ferengi and was being sarcastic at the same time. I agree it's not definitive. 31dot 22:28, 17 July 2007 (UTC)
