Where was it said gambling was illegal in the Federation? Starfleet, it might have been mentioned, but the whole UFP? We also should not presume it is legal somewhere without direct evidence.--31dot 00:17, March 22, 2011 (UTC)

- Well, its mentioned in "Emissary" when Sisko is explaining to Quark that he can stay. Its not just a regulation for Starfleet members not to gamble: Quark is a civilian, yet he said that he would not be able to operate gambling tables if DS9 were under Federation legal jurisdiction. Therefore, it is a Federation-wide law, not just a Starfleet regulation. Quark wasn't just worried about lack of business from the Starfleet members not patronizing his casino, because Bajorans or other traders could easily provide enough of a clientele. – The preceding unsigned comment was added by 126.96.36.199 (talk).
That scene is not relevant to Federation law. According to the script the only mention of Starfleet(not UFP) rules is:
QUARK: How could I possibly operate my establishment under Starfleet rules of conduct?
SISKO: This is still a Bajoran station. We're just here to administrate. You run honest games, you won't have any problems from me.
The Federation was running the station but it was still under Bajoran law. Even if Starfleet took custody of the Station, Quark and Sisko were talking about Starfleet regulations, not UFP law.--31dot 19:24, May 9, 2011 (UTC)
