Miss Franklin ("Ens. Felton" -- I wonder where that name came from?) seems like an interesting actress, and on her few but very prominent appearances on TNG, she reminded me very much of Mary Astor ("Brigid O'Shaughnessy") in The Maltese Falcon (1941). (As her hair grew out in the later appearances the resemblance was less striking IMHO.)
I'd sure like to see somebody beef up the articles for both Felton and Sheila Franklin, if anybody has any info. She's all but a blank on IMDb too (see http://us.imdb.com/name/nm0291545/), including a highly suspicious 1952 credit on Dragnet that has got to predate her birth by a wide margin.
