The presumption at the end seems odd. In Canada, the National Research Council of Canada (NRC) or Natural Sciences and Engineering Research Council of Canada (NSERC) are responsible primarily for funding research, and this would seem a more reasonably type of basis for a Federation Science Council.

Presumably, the Science Council was a sub-council made up of Federation councilors, similar to Senate subcommittees.
