Isn't it a bit of a stretch to categorize this character as "Starfleet personnel"? This program was never fully functional, or even capable of interaction. -- 31dot 23:28, 21 July 2008 (UTC)

Removed that cat today, but feel free to restore it if anyone objects. I just think it should have the capability of interaction in order to be considered "personnel". -- 31dot 01:41, 23 July 2008 (UTC)

Speculation[]

It seems curious that this would be necessary, given the existence of the Emergency Medical Hologram backup module established in "Living Witness", unless that was designed at some point after "Message in a Bottle". The difficulty of creating this hologram is also curious, given the ease with which the Crell Moset hologram was later made in "Nothing Human"; however, since the Doctor was available when the Moset hologram was created, it is possible that this task succeeded due to his own 'in-depth' knowledge of holographic systems in the holodeck.
