From personal naval/military experience, I find it highly unlikely the executive officer would personally prepare the duty roster. That's a responsibility delegated to appropriate duty section leaders in the Navy. The XO is responsible to ensure watches are properly manned but that doesn't include writing the various watchbills (duty rosters) himself. He may review them but most don't. It's best not to micro-manage, especially something like a duty roster which is normal routine.
