I don't think it is. Ch'Pok was obviously not the defender of Worf. Also, both Jean-Luc Picard and Ardra are referred to as advocate by Data. The original reasoning by sulfur to remove the merge template stated it was a "Klingon-only" designation, which is clearly not the case. Therefore I propose a merge again. It is also used outside of Klingons in "The Quality of Life". Support merge of legal references.
Additionally, however, the term "advocate" can also refer to a vocal supporter of something, outside of a court setting, such as in the episodes "Deja Q" "Inter Arma Enim Silent Leges", "Retrospect" and "Accession". I suggest we put all supporters here and 'agree to sending all the lawyer references to "lawyer". --LauraCC (talk) 15:47, June 20, 2016 (UTC)
I've removed the merge suggestion, as it has been unaddressed for over a year. Perhaps the completion of the article would help, but additionally, I think upon reviewing advocate at Wikipedia suggests that there is a distinction between advocate/lawyer. --Alan del Beccio (talk) 19:22, June 22, 2017 (UTC)
