Doctor Marcus's statement seems to not take into account the obvious conflicts of the 2250s and 2260s Starfleet has been involved in, most notably the Battle of Axanar and the First Federation-Klingon War.
The context of the discussion aboard Regula 1 was not about the conflicts between galactic powers; it was about the conflict that existed between a military organization and civilian scientists. - There is nothing in Star Trek II mentioned about this theory. I restored the page to the original version based on the comment made in the film.
