Taggert was an ensign aboard the USS Enterprise (NCC-1701-D) in 2367.
That year he prepared a shuttlecraft to pilot Odan to the surface of Peliar Zel. Commander William Riker piloted the shuttle himself but it came under attack the Odan was severly wounded. (TNG: "The Host")
