Taggert was an ensign aboard the USS Enterprise-D in 2367.
That year he prepared a shuttlecraft to transport Odan to the surface of Peliar Zel. Commander William T. Riker piloted the shuttle himself but it came under attack and Odan was severely wounded. (TNG: "The Host")
Taggert was voiced by an unknown actor.
Taking place in 2409, the non-canon computer game Star Trek Online features a Denobulan Starfleet Captain called "Masc Taggart" who hints at having once served under Cpt. Picard. Possibly this was intended as a reference to Ensign Taggert.
