The crewmember that is stationed at the console that controls all phasers and torpedoes.
On starfleet vessels the tactical officer is a line officer, who job it is to maintain weapon readyness and execute fireing solutions. These solutions can range from a low intensity phaser beam (TNG: "Masks") or to plot a torpedo fireing pattern. (TNG: "Pen Pals")
When ordered by a Captain or First Officer the tactical officer will fire the weapons.
