T'Plana-Hath was an ancient Vulcan known as "Matron of Vulcan Philosophy". One of her commonly quoted sayings was, "Logic is the cement of our civilization, with which we ascend from chaos, using reason as our guide." (Star Trek IV: The Voyage Home; ENT: "The Forge")

Years later, the Vulcan High Command named vessels after the philosopher in homage, such as the T'Plana-Hath, a landing craft. (Star Trek: First Contact) Starfleet's USS T'Plana-Hath was also presumably named after her. (DIS: "Battle at the Binary Stars")

While T'Plana-Hath's gender was never specified, matron is a Human title usually applied to women. Also, names starting with "T'P" are common for Vulcan females.
Producer Kirk Thatcher designed the name as a reference to the Planet Hoth from The Empire Strikes Back [1]
The first draft script of ENT: "Fusion" (which had the working title "Equilibrium") mentioned a holiday observed on Vulcan called the Festival of T'Plana-Hath.
