Strom was a Vulcan doctor who attended an Interspecies Medical Exchange conference on Dekendi III in 2152.

Strom was one of three doctors that Phlox approached to see if a cure for Pa'nar Syndrome had been discovered or if at least progress could be made in slowing its affects, claiming his interest was due to the disease being similar to a Denobulan illness called thymic sclerosis and that his research was for a colleague on Denobula. In reality, he was attempting to find a cure for T'Pol, who had contracted Pa'nar Syndrome through a mind meld. Upon learning the truth, Strom and the other doctors refused to help and, because of the Vulcan prejudice towards mind-melders, threatened to have T'Pol recalled to Vulcan. (ENT: "Stigma")

Strom was played by Bob Morrisey.
