Steven Garber was a Starfleet officer in the 24th century.
In 2365, he was a commander assigned to the USS Yamato. He served under Captain Donald Varley as a first officer. He recorded a number of captain's logs, which were later seen in a list sorted by stardate on Captain Jean-Luc Picard's monitor on aboard the USS Enterprise-D.
