Starbase 2 was a Starfleet starbase. It had a well equipped and staffed medical facility. It was located 72 hours away from Camus II at warp 2.
In 2269, Commander Spock suggested taking Doctor Janice Lester to Starbase 2 instead of Benecia colony. (TOS: "Turnabout Intruder")
The locations of both Camus II and Benecia were depicted in "The Explored Galaxy" star chart. Both were mentioned to be relatively close to Starbase 2 in "Turnabout Intruder". According to the reference book Star Trek: Star Charts, (United Federation of Planets III) Starbase 2 was located in the Alpha Quadrant.
The short story in the comic "Focus on... Star Trek" (an introduction to the "Star Trek: Year Four" series) picks up where "Turnabout Intruder" left off. Starbase 2 is shown to be the location where Janice Lester and Doctor Arthur Coleman were placed into custody. It is depicted as a Deep Space K-7-type station.
