Solis was a Bajoran Vedek who was collecting donations for Bajoran flood victims on Deep Space 9 in 2374.
Constable Odo later arrested him, since paragraph seven of station regulation 1526 prohibited fundraising on the Promenade without a permit. Solis was released in less than an hour, but Major Kira Nerys remained angry at Odo for somewhat longer. (DS9: "Tears of the Prophets")
Solis has appeared in several of the DS9 novels set after "What You Leave Behind". In the novels, he leads a new group of the Bajoran religion and he becomes one of the leading candidates to become the next Kai of Bajor.
