Fleet Admiral Shanthi (played by Fran Bennett) was a senior officer at Starfleet Command in the 2360s. During the Klingon Civil War in early 2368, Shanthi approved Jean-Luc Picard's plan to blockade the Klingon-Romulan border using a task force to establish a tachyon detection grid.
