According to background material created for Star Trek Generations, Sarahd of Andor was an Andorian ambassador and the first vice-president of the United Federation of Planets. She signed the Federation Charter in 2161 after a scuffle with Ambassador Natha Kell of Tellar.

At the signing ceremony, she spoke of future greatness for the Federation and rapid expansion. She served under President Thomas Vanderbilt as the vice president.

This information comes from "It's Federation Day!", a newspaper clipping which was placed in the Picard family album during the filming of Generations. However, despite the fact that the article was present within the Picard family album during filming on Generations, neither the character of Sarahd nor the rest of the article is considered canon, because the article was never seen on-screen.

In reality, the name "Sarahd" was thought up by Larry Nemecek. He chose the name in honor of his daughter Sarah. For the publication of the book Star Trek: Federation - The First 150 Years, David A. Goodman retained the surname "Sarahd" but added the first name "Gort". [1]
