Santa Monica was a city on the planet Earth.
Santa Monica was represented by a natural shoreline with a small sailboat on a bag promoting landmarks and locations in California. (Star Trek IV: The Voyage Home)
The boardwalk area explored by Captain Janeway and Tuvok, Chakotay, and Tom Paris in "Future's End" was very recognizably the Santa Monica Pier. However, it was presumably not meant to be Santa Monica, since it was continuously referred to as Los Angeles or even the city of Los Angeles, and was patrolled by the Los Angeles Police Department rather then that of Santa Monica.
