Ross was a Starfleet officer in the 24th century.

In 2367, he was a lieutenant assigned to the Engineering Department of the USS Enterprise-D. During a routine power transfer conduit service when the starship was performing scheduled impulse maneuvers, Ross examined the condition of the conduit linings. He reported that plasma erosion was within expected parameters, remaining well within safety limits. (TNG-R: "Galaxy's Child")

For the remastered edition of "Galaxy's Child", the original okudagram was replaced by a new graphic. Ross was mentioned in that graphic.
