Cmdr. Ronald Moore

Ronald Moore was a Starfleet commander serving aboard the USS Pegasus in 2358. He was one of seventy-one people killed during the illegal testing of an experimental phasing cloaking device. (ENT: "These Are the Voyages...")

The character is named after Ronald B. Moore, the visual effects supervisor for Star Trek: The Next Generation, Star Trek: Voyager and Star Trek: Enterprise, who also provided his likeness for the file image.
As his rank was commander, it is possible he was the executive officer.
