Ronald B. Moore was a member of Starfleet in the 23rd and 24th centuries.

Moore was credited on the Enterprise-B dedication as part of the Engineering Division. (Star Trek Generations)

Captain Moore was a member of the Warp Technologies Development Group at Utopia Planitia Fleet Yards that launched the USS Enterprise (NCC-1701-D). He was honored by having his named placed on the ship's dedication plaque in 2363. (Star Trek: The Next Generation set artwork)

In 2371, he was listed among Starfleet Tactical personnel on the dedication plaque of the USS Voyager. Moore was also part of the vessel's crew manifest. (Star Trek: Voyager set artwork, "Projections")

Since Moore apparently held the rank of captain, it seems highly unlikely he was permanently assigned to Voyager. More likely, he was in the crew manifest because he contributed to the construction of the vessel, and as such, was probably not aboard when the ship was lost in the Delta Quadrant. Captain Moore, who was listed on various pieces of background artwork, was named for production staff visual effects artist Ronald B. Moore.
