In 2268, Commodore Robert Wesley commanded the USS Lexington, lead ship in the disastrous M-5 battle game. He was an old friend of Captain Kirk, who commanded the USS Enterprise on that fateful mission (TOS:"The Ultimate Computer").
He retired from Starfleet to become governor of Mantilles. The planet was threatened by a cosmic cloud in 2269, but Governor Wesley remained calm and prevented panic from spreading on Mantilles.
He had a daughter, Katie Wesley, born in 2258 (TAS:"One of Our Planets is Missing").
