Admiral Richard B. Barnett was a Starfleet officer during the Dominion War.
In 2374, the starship Exeter reported Barnett as missing in action. His name was listed in a casualty list that was displayed in the wardroom of Deep Space 9. (DS9: "In the Pale Moonlight", okudagram)
He was named for production staffer Richard Barnett. It's unknown if he was related to the earlier admiral with that name.
