It is unknown if they were technicians or civilians as they wore no combadges.
Burt Nacke also appeared as an Enterprise-D technician in the episodes "Heart of Glory", "Symbiosis", and "Skin Of Evil".

Technicians 2 []

These two technicians were involved in the psych test of Wesley Crusher during his Starfleet Academy entrance exam in 2364.

In the scenario, they were caught in the environmental maintenance laboratory after the lab's shut-off valve ruptured, causing an explosion where Wesley had to save both. The first technician said that his legs were broken and needed help so Wesley dragged him out of the room. The second technician was frightened, warning that the liquid hydrogen was going blow up, as well as he felt he couldn't make it through the debris. As a result, Wesley was forced to leave him in the room to die because he only could save one. At the end of the test, both technicians left the scenario unharmed. (TNG: "Coming of Age")
