Rekar was a Romulan Commander working for the Tal Shiar.

In 2374, Rekar led a successful attack and hijacked the Federation starship USS Prometheus (NX-59650), killing the Federation crew. He and his officers were the first the test out the prototype Multi-vector assault mode of the vessel on a Federation Nebula class, which was a success, disabling the pursuing ship. Rekar and the others were eventually rendered unconscious by the Doctor, whose's holographic matrix was sent over a Hirogen communication station in order to contact starfleet' and the ship's Emergency Medical Hologram. They retook command of the vessel and returned it to starfleet control. (VOY: "Message in a Bottle")
