Raatooras was an Arin'Sen colony which was annexed by the Klingon Empire in the mid-22nd century.
Upon annexing the colony, the Klingons offered the Arin'Sen the full protection and privileges of the Empire, but proceeded to strip the colony of its resources and abandon it, leaving the Arin'Sen impoverished. Several years later in 2152, a group of refugees fled the colony, and were branded as rebels by the Empire. Duras, son of Toral, captain of the battle cruiser IKS Bortas, was commanded to locate and retrieve the refugees, but was prevented from doing so by Jonathan Archer and the crew of Enterprise NX-01.
